I know of two corpora of Korean learner English, but I don't know what
their availability status might be:
NICKLE (Neungyule Interlanguage Corpus of Korean Learners of English)
SNU KLCE (unclear what the acronym stands for, but the corpus is being
compiled at Seoul National University)
This information was given in a talk by Heok-Seung Kwon
(hskwon@snu.ac.kr) from Seoul National University at the AAACL
conference in Flagstaff last year.
Best wishes,
