Thanks for the suggestion, unfortunately, while the Canadian hansard is certainly an English-French parallel corpus, it is alas not controlled language (far from it indeed).

Maybe the Canadian Hansard (ie the protocol of their parlamentary
debates) is good material (given the fact that English and French are
official languages, there will be quite some material in both
directions). Take a look at the website of the Canadian Parliament.
