Thanks to all of you who checked the constitutions of their countries
for references to official languages.
To Diana Santos: my contact at the Council of the EU has just informed
me that there are no official documents defining what "working
languages" are as far as the Council is concerned (I will have more
details on the Commission in a week or so). There are obviously linguae
francae for practical reasons: French and more and more English, but the
rotating presidency of the Council (every six months) provides special
opportunities for each country to put its language(s) at the heart of
the translation effort.
