The tagger consists of two parts, a server (written in C) and a client
(written in Java). In order to tag data, you need a pre-tagged text as
training data (which is not supplied). The tagger is language-independent
and works with any tagset.
More information and instructions on how to download the tagger can be found
on the page http://www-clg.bham.ac.uk/QTAG
