English corpora - ICE and LOB

I am looking into the semantic distributions and frequencies of several
prepositional items across ENL:ESL corpora. The ESL corpora is based on
recent texts while the texts in the LOB are at least 30 years old.
a)Is there a corpus organised in the same structure as LOB but uses texts
written/published in the 80s-90s?
b)I know of the ICE corpora but does not have any experience with the
corpus, is it organised in the same manner as LOB? and is it available to
other researcher?
